Abstract: With the deepening of aging, the promotion of long-term care insurance policies is imperative. Based on the theory of policy tools and combining the dimensions of policy subjects, a two-dimensional analysis framework of "policy tools policy subjects" is established. Nvivo 12 plus qualitative research software is used to code and analyze 28 pilot policy documents on long-term care insurance formulated and released in Hanzhong City, Shaanxi Province. The research concludes that the application of policy tools exhibits heterogeneity and lacks coordination; There is a certain imbalance in the participation of policy subjects in formulating policies; The compatibility between policy tools and policy entities needs to be improved. Suggestions are proposed to optimize the diversified application structure of policy tools, construct a scientific policy design system, and enhance the adaptability between policy subjects and policy tools, in order to further promote the soundness and improvement of long-term care insurance policies and provide more reliable health protection for society.
