Abstract:This study systematically reviews and critically analyzes 43 legal and regulatory documents concerning administrative-criminal coordination in pharmaceutical safety. Text analysis methods such as feature extraction, visual presentation, and semantic association analysis uncover the institutional focal points and practical challenges within the coordination mechanism. Findings indicate that drug regulatory authorities, public security organs, and procuratorial agencies should fulfill their duties of case transfer, investigation, and supervision under the law, with particular attention to the identification and timeliness of forensic testing. Information sharing and joint meetings, as key platforms for inter-agency communication, should also function effectively. The current challenges in the coordination mechanism are concentrated in five areas: case handling, supervisory implementation, determination of criminal behavior, information sharing, and the institutionalization of joint meetings—necessitating a systematic effort to refine and implement the mechanism.
