Abstract:Based on the Mitt-Horn model, this paper discusses and analyzes the policy implementation dilemma of the digital transformation of medical insurance handling services in China from six dimensions, so as to provide a theoretical basis for optimizing policy formulation and implementation and improving the efficiency of handling services. The study found that the policy implementation of the medical insurance agency service is facing difficulties such as vague goals and inconsistent standards, dilemmas in policy resource guarantee and incentive mechanism, policy implementation methods and aging needs to be improved, administrative and collaborative barriers between implementing agencies, and complex and changeable policy operating environment. Through measures such as refining policy objectives and standards according to local conditions, strengthening resource guarantee mechanisms, building a multi-governance network, enriching policy implementation methods, optimizing the policy implementation environment, and conducting differentiated training for operators, we will promote the transformation of medical insurance management services to an efficient and convenient digital intelligence direction.
