Rural health governance is an integral part of national health governance. Improving the rural medical and health service system is an urgent requirement for comprehensively promoting the construction of a Healthy China. Villagers’ Committee is the grassroots democratic self-governance organization in China, which is an important method of achieving self-management, self-education and self-service for the grassroots masses. Villagers’ Committee as a link and bridge between villagers and the government, and plays an important role in China’s rural health governance. At present, there is still a large gap between urban and rural health governance capacity in China, and the problem of insufficient and unbalanced allocation of health resources and provision of health services in rural areas is still relatively prominent, making rural health challenges one of the most significant shortcomings in rural revitalization and high-quality development. In this paper, we have constructed an indicator system for assessing the capacity of Villagers’ Committee to participate in rural health governance through 2 rounds of Delphi, including 3 primary indicators, 9 secondary indicators and 36 tertiary indicators. The capacity assess system provides a scientific basis for assessing the capacity of Villagers’ Committee in rural health governance.
