Abstract:Immediate settlement for out-of-town medical treatment needs the support of effective policy system, and the quantitative evaluation of policy can provide a basis for the formulation and improvement of the corresponding policies, but few relevant studies have been conducted in this area.This paper takes nine polocies of immediate settlement for out-of-town medical treatment issued at the national level in China as research objects,and constructs a PMC index model.The results show that the average value of PMC index of 10 special policies is 6.88,among which six policies are rated as excellent level and four policies as good level, indicating that the quality of polocies of immediate settlement for out-of-town medical treatment at the national level in China is generally good.However, there is some room for optimization and improvement of some policies in terms of policy timeliness, policy targets, policy content and policy tools. Accordingly, it is proposed to: harmonize policy objectives and improve the timeliness of policies; integrate policy tools and coordinate the balanced use of policy tools; expand the scope of policy beneficiaries and establish a synergistic mechanism for multifaceted cooperation; enrich the content of policies and deepen the scope of policy radiation; and strengthen the Government''s leading role and improve the multisectoral linkage.
