Abstract:Abstract: To quantitatively evaluate the Integrated Medical and Childcare policy in China and provide a reference for the policies during the "15th Five-Year Plan" period. Taking 20 policy documents on Integrated Medical and Childcare issued at the national level from 2019 to 2025 as the research objects, the LDA model was used to extract policy themes, and a PMC index model containing 9 first-level variables and 44 second-level variables was constructed to conduct quantitative evaluation of the policy documents.The results show that the average value of the 20 policy PMC index is 6.12, indicating a generally good performance. Among them, there are 10 good policies, 10 acceptable policies, and no excellent or poor policies. Through LDA topic analysis, five core themes were extracted: childcare service supply and universal guarantee, integration of healthcare and education, talent team building and capacity enhancement, mechanism system and comprehensive supervision, and family support and parenting empowerment. Among all the dimensions, the scores for policy quality, policy perspective and policy target are relatively high(0.99, 0.95 and 0.88 respectively), while the scores for policy nature, policy document type and policy timeliness are relatively low (0.53, 0.36 and 0.30 respectively).The policy attention was mainly focused on service supply, integrated care, and regulatory norms, while there was relatively insufficient attention to family support and technical empowerment.The policy framework for the Integrated Medical and Childcare in China has been initially established, but there are still problems such as insufficient temporal connection, unbalanced content coverage, and insufficient cross-departmental collaboration. In the future, the full-cycle design of policies should be improved, family support and technological empowerment should be strengthened, and multi-departmental collaborative governance should be promoted.
