The legislation and the research of human trials about medical technology are lacking far behind practice. Around the world,as the important component of legal system,Independent Review Board (IRB) plays a significant role in protecting human testing subjects. However there exist many problems in the practice of IRB and the supervision over it. The article suggests that we would draw inspiration from American relative laws about IRB.
