Township health centers (THCs) play a key role in rural three-tier health network and undertake the responsibility of primary health care in rural areas. However, with the implementation of market-oriented economic reform, a series of problems have arisen to THCs and their development are not satisfactory. Based on the literaturereview and statistics data of Ministry of Health, the paper analyzed the important position, development situation and the problems existing in THCs,focused on how to improve the management of THCs,and proposed some relevant strategies.
