How to cultivate and improve citizens’ consciousness on social responsibilities has already become an important issue, which can’t be ignored, in the construction of harmonious society. At present, under our construction of citizens’ social responsibilities, there exists a phenomenon that implement rationality is diverging far away from value rationality. The research analyzes the background and causes of this kind of divergence, and proposes that the prospects of our construction for citizens’ social responsibilities lie in the union of these two rationalities.
