Abstract:Objective: To discuss the situation of community health service′s human resources and its equity, and to provide suggestions for reposition of the community health service institutions under the background of New Health Care Reform. Methods: Based on Nanjing community health work report and Nanjing health statistical yearbook from year 2011 to 2014, we analyzed the development of community health human resource allocation from the aspects of the quantity of human resource, education background, professional title, ratio of doctors to nurses and the quantity of general practitioners. Lorenz curve and Gini coefficient were performed to evaluate the equality of human resource distribution on the population distribution. Results: The professional quality of human resources of community health service in Nanjing was not high. Ratio of doctors and nurses was unreasonable. Quantity of general practitioners was shortage with downward trend. Human resource allocation with the population distribution was relative equity, and there were some differences in different districts. Conclusion: The cultivation mode of community human resources should be innovated, effective measures should be performed to increase the number of nurses in community health service institutions and general practitioners’ team cultivation should be improved.
