To analyze the elderly’s needs of service combining medical care and nursing and degree of service satisfaction, the staffing and training and the operating of pension institutions, as well as provide reasonable suggestions. Researchers had designed questionnaires to investigate pension agencies and their staff, as well as the elderly living in them generally. The rehabilitation service (16.5%) and spiritual consolation (13.8%) were not enough for the elderly. The charge level and the physical examination were factors that influence the degree of service satisfaction (P<0.05). 64.7% of the staff had been training for relevant professions. Receiving of qualification certificates of pension and professional training were factors that influence the staff’s cognition of the combination of medical care and nursing (P<0.05). Now the agencies received large amounts of government subsidies but less social donation, and their forms of service were limited. Pension agencies for the elderly should strengthen the talent teams, improve the forms of service, and cooperate with the outside.
