As a local medical and health center， public hospitals （local city level） play a leading role in the medical reform work. To understand how they operate and the existing problems is crucial to public medical welfare and that helps to further improve their service in general. Data collection was carried out on the basic situation， business situation and income and expenditure of three different types of hospitals in a city from 2015 to 2017. The total number of services in public hospitals increased every year； the Municipal Maternal and Child Health Hospital has not carried out clinical path management work， and the municipal first hospital and the municipal hospitals have effectively implemented relevant work， but the graded referral work needs to be further strengthened； The revenues and expenditures of the three hospitals continued to grow， despite the government’s financial input was relatively insufficient. On the basis of the current new medical reform and public hospital reform， public hospitals must clearly define their functions， combining their own advantages， strengthen connotation construction with improved management system， to provide a good health service to the public and society development.
