Human resources are strategic resources to realize national rejuvenation and win initiative in international competition. Since the Third Plenary Session of the Eleventh Central Committee， the CPC Central Committee has attached great importance to talents cultivation， and has repeatedly put forward and deepened “talents strategy for powerful nation” and the principle of the Party exercising leadership over personnel management. With the guidance and support of policies at the national and Shanghai levels， the concept that talent is the first resource has been deeply implemented in the important work of CPC building in the health field. Faced with problems of the total stability， training system and job acquisition in talents cultivation of Disease Prevention and Control Institutions （Chinese CDC institutions） in the new period， we put forward the main idea of training strategy of CDC institutions in the new era that we adhere to “talents strategy for powerful nation” and the principle of the Party exercising leadership over personnel management， grasp the law of growth of public health talents， pay attention to the optimization and management of talents team structure， to cultivate the top?ranking CDC institutions and talents team serving the health needs of residents and public health services. Thus， we can provide experience and reference for talents cultivation of CDC institutions in Shanghai and even the whole country.
