Promoting telemedicine under the new situation is an important measure to improve the capacity of primary health services and implement hierarchical diagnosis and treatment system. It is also an effective means to realize healthy China strategy. Based on the current status of telemedicine policy implementation, this study used the Smith model as a framework to analyze the implementation of telemedicine policy from four aspects: policy itself, policy implementation subject, and policy implementation object and policy execution environment. The results showed that the factors such as imperfect policies and regulations, inadequate industry norms and technical standards, insufficient coordination of implementing agencies, and low acceptance of the target group, have affected the implementation of telemedicine policies. It is recommended that the government, medical institutions at all levels and relevant departments should take active and coordinated measures to improve telemedicine policies and promote long?term implementation and sustainable development of telemedicine.
