This paper established professional titles’s basic database on staff in primary health service institutions in Jiangsu Province, in order to make a structural analysis of the promotion structure of the deputy senior and above, and put forward the corresponding policy recommendations for next step. The results showed that: from 2009 to 2018 in Jiangsu Province, there was consistency in the overall situation of primary promotion in different regions (P > 0.05); during this period,passing rate of the deputy senior and above in primary health service institutions was higher than that of non?primary health service institutions (P < 0.05); from 2009 to 2018, the overall passing rate of promotion fell; the number and passing rate of senior title promotion were less than those of deputy senior promotion. In different regions of Jiangsu Province, the overall promotion and development of staff in the primary health institutions were balanced, but the structure of health talents was still unreasonable. It is still need to implement preferential policies for primary health service institution, support the development of northern Jiangsu, continue to promote and supervise implementation in order to strengthen the construction of the primary health talent team.
