By collecting relevant data of health resources in Shenzhen from 2010 to 2017, this study described and analyzed the status quo of health resources allocation and health services utilization in Shenzhen so as to provide reference for optimizing the allocation of health resources, building a national benchmark city, and developing a pilot demonstration area of socialism with Chinese characteristics. Current health resources allocation in Shenzhen could not meet the health needs of residents. The basic health resources development was insufficient. The development of health human resources was unbalanced. In terms of the aforementioned problems, it was suggested to augment the investment in health, strengthen the construction of health human resources, increase the basic health resources, and improve the service quality of primary health care providers.
