During July and August 2019, a self?designed questionnaire survey was conducted among 112 researchers in a grade?A tertiary specialized hospital in Nanjing. In the meantime, Colaizzi’s phenomenological methodology was employed to analyze the information acquired by the semi?structured in?depth interviews with 33 users of scientific research funds in the hospital. The results showed that the main body of scientific research fund management were the people with medium and high years of experience, bachelor degree and above,deputy chief physicians and above. The distribution of actual received amount of research funds and high?quality publications showed differences with statistical significance among various departments(P<0.05). There was a common surplus of research funds across all departments, and no significant inter?department differences in the proportion of surplus over the total funds were identified. The results showed that the main causes of the underuse of the research funds included fund cross?utilization, overfunding that exceeded actual demands, lack of convenient implementation routes and lack of active research atmosphere. It was shown by the in?depth interviews that personal interest, self?actualization, and demand for promotion of profession title acted as the positive factors for robust utilizations of research funds, while busy engagements and lack of objective conditions were the main negative factors.
