Through analysing the fund operational status of new rural cooperative medical care(NCMS) in Binhai county, Jiangsu province, the authors suggested that a few effective measures should provide reference for other regions to keep operation of NCMS steady and safe, including perfect propaganda network system,sustainable and stable fund-raising mechanism, a reasonable compensation scheme,strict regulatory mechanisms and scientific and efficient information management system.
