Construction of the evaluation index system for the course⁃based

ideological and political education competencies among clinical
medicine instructors based on the analytic hierarchy process

Abstract：Curriculum ideological and political education （CIP） is an essential measure to enhance the
effectiveness of talent cultivation in higher education. Since its introduction as a new concept，it has received
considerable scholarly attention. To develop a scientifically grounded evaluation index system for CIP
implementation by clinical medicine course instructors and to enhance their CIP teaching capabilities，this
study conducted a literature review and two rounds of Delphi consultations with 20 experts. The Analytic
Hierarchy Process（AHP）was employed to determine the weight of each indicator. The positive coefficient of
expert participation in the two rounds of consultation was 100% and 95%，with expert authority coefficients of
0.89 and 0.90，respectively. The evaluation index system for the CIP teaching ability of clinical medicine
instructors comprises 4 primary indicators （teacher competence，teaching process，teaching content，and
teaching outcomes），9 secondary indicators，and 28 tertiary indicators，with teaching effectiveness receiving
the highest weight of 0.254 6. The resulting evaluation index system for clinical medicine instructors’CIP
teaching ability demonstrates strong scientific validity and practical applicability，providing strong theoretical
and practical support for evaluating CIP teaching capabilities of clinical medicine instructors.
