Healthcare and Talent: Training and employment restriction of public

medical students in the period of national government

Abstract：During the period of the national government，the public medical system was once introduced in
China，which aimed at promoting the popularization and civilization of medical services. This system then gave
rise to the group of public medical students for the talent demand of this system. Public medical students
enjoyed preferential policies during their studies，but faced certain service requirements after graduation，
therefore lacking autonomy in employment. However，with the implementation and expansion of the government
expense⁃free system among college students，the advantages for public medical students gradually diminished.
In this context，the national government had to cancel the mandatory requirements of public medical student
service after the victory of the War of Resistance Against Japan. While the cancellation liberated public medical
students from employment limitation，it failed to objectively guarantee the talent demand of the public medical
system.
