Analysis on the characteristics and causes of crimes against public

affairs related to epidemic prevention and control

Abstract：Official crimes against epidemic prevention and control frequently occur during the
comprehensive epidemic prevention and control work in society，which not only seriously hinders the state
management activities but also infringes on the public interests and the safety of residents. From the criminology
perspective，the article presents an empirical study of a representative case in Hubei Province based on the
Judicial Records Website. It can be concluded that the causes of these epidemic⁃related crimes of obstructing
official duties can be attributed to the individual internal cause and external social factors of the criminal
subject. We should start from four aspects：cultivating public responsibility，promoting legal and medical
knowledge，improving social security and standardizing law enforcement services，and building an“internal and
external integration”system of crime prevention and governance，to reduce the incidence and conversion rate of
cases obstructing official duties and ensure the orderly development of epidemic prevention and control.
