Abstract:Based on the interpretive structure model, the article utilized literature analysis and the Delphi
method to screen, supplement, and determine the influencing factors in constructing an integrated healthcare
service system while also helping sort out the hierarchical progressive relationship and mechanism of action
between the influencing factors. The influencing factors for the construction of an integrated healthcare service
system can be divided into seven layers, which can be further summarized into three levels: the surface level,
the intermediate level and the determination level. Among these factors, factors such as professional service
coordination are attributed to the surface level factors, while factors like government financial support belong to
the intermediate level factors, and regional economic condition can be identified as determination level factors.
To improve the capability of the integrated healthcare service system construction, this article suggest allocating
healthcare resources properly and strengthening primary healthcare services. It is essential to develop a high⁃
quality information service system which is deeply embedded within healthcare services. Additionally,
improving the benefit coordination and incentive mechanisms is also crucial to foster a close community of
shared interests.
