                Mechanisms and strategies for enhancing primary healthcare service

               capabilities through digital⁃intelligent empowerment: a case study of S

                   Abstract:Guided by the diffusion of innovation theory,this study employs a single⁃case study method to
               explore mechanisms and strategies for enhancing primary healthcare service through digital ⁃ intelligent
               empowerment(DIE)in S Town,Southern Jiangsu. Findings reveal challenges,including resource constraints,
               human capital gaps,and intergenerational digital divides,which leads to the burden of technology application. S
               Town addressed the conflict between compatibility and complexity through tripartite mechanisms,consisting
               of technology⁃institution synergy ,policy network restructuring ,and environmental adaptation. Key strategies
               encompass intergenerational human capital optimization,peer education to enhance technology literacy among
               older adults,and dynamic adjustment of policy indicators. The study concludes that DIE requires a flexible
               institutional framework and embedded social network mechanisms to reinforce the deep coupling of technological
               and governance logics. Collaborative efforts between governments and primary subjects supported by dynamic
               resource adaptation and community ⁃ based diffusion,are critical to bridging digital divides while enhancing
               service effectiveness and policy resilience.
