An empirical study on the integrated development strategy of multi⁃
campus maternal and child healthcare institutions based on the SFIC
model

Abstract:To develop a collaborative governance framework for the integrated development of multi⁃campus
maternal and child healthcare institutions,this study takes the Anhui Provincial Women’s and Children’s
Medical Center as its empirical research subject. Based on the collaborative governance theory,the SFIC model
is employed to analyze the current status and challenges of multi⁃campus integration across five dimensions:
initial conditions,catalytic leadership,institutional design,collaborative processes and collaborative effect. By
integrating the six elements of“man,machine,material,method,environment,and measure”,the study
explores developmental pathways for the integrated development of multi⁃campus institutions. Findings suggest
that multi ⁃ campus development faces several challenges,including complex initial conditions,insufficient
catalytic leadership, institutional design flaws, and obstruction in collaborative processes. By optimizing
physical layout,refining integrated management models,and unifying the management of the six elements of
“man,machine,material,method,environment,and measure”,the study achieved coordinated development
across multi ⁃ campus,enhanced management efficiency, and strengthened specialized capabilities. The
collaborative governance mechanism based on the SFIC model systematically addresses the challenges of
fragmented resources across multiple campuses, effectively promotes strategic planning and resource
integration,facilitating an integrated development across multiple campuses.
