Abstract：In recent years，public health emergencies occurred frequently，not only causing serious harm to
the lives and mental health of the people，but also having a huge impact on social and economic development.
How to carry out public health emergency disposal cannot rely solely on the power of the government. Social
participation is also essential. Therefore，it is extremely important for social organizations to participate in
public health emergency disposal. Through the establishment of the PEST ⁃ SWOT model， this study
comprehensively analyzed the internal and external environments （strengths，weaknesses，opportunities，and
threats）of social organizations participating in public health emergency disposal，and carefully examined the
internal and external environments from the four aspects of politics，economy，society，and technology.
Development strategies and policy recommendations were put forward for social organizations to better
participate in public health emergency disposal. Research findings will provide reference for social organizations
to carry out public health emergency disposal in the new era.
