Analysis on the characteristics and elements of public health

governance in the new era from the perspective of social system
engineering

Abstract：Nowadays，governance theory characterized by the joint participation of multiple subjects has
been gradually integrated into the development of health cause. Based on the first step of the comprehensive
method in the theory of social system engineering，we took literature collection and analysis as the specific
research method，and divided information，data and practical experience related to public health governance
into“policy documents”“theoretical contention”and“governance practice”. Then，three characteristics of
public health governance were put forward，including object comprehensiveness and subject coordination，omni⁃
directional governance and vertical continuity，governance professionalism and scientific decision ⁃ making.
Meanwhile，the content and relationship of five governance elements were clarified，namely the manpower，
materials，financial，information and knowledge，and technology flow. Finally，we put forward some governance
suggestions，such as combining comprehensive governance with differentiated governance，attaching equal
importance to resource integration and element coordination，and combining“peacetime normal governance”

with“wartime extraordinary governance”.
