Study on the performance evaluation of clinicians
in China’s public hospitals

Abstract:The Opinions of the General Office of the State Council on Strengthening the Performance
Evaluation of Tertiary Public Hospitals issued in 2019 clearly pointed out that it is necessary to strengthen the
guidance of performance evaluation, promote more scientific and fair income distribution through the
performance evaluation,achieve efficiency and quality improvement,and promote the implementation and
effectiveness of comprehensive reform policies of public hospitals. To effectively improve the performance
evaluation ability of public hospitals can comprehensively optimize the hospital manpower allocation,improve
the hospital medical quality,fully motivatethe enthusiasm,creativity and initiative of medical personnel,and
promote the hospital reform and development. This paper will discuss the following five issues which are closely
related to the performance evaluation of clinicians: defining the performance of clinicians,guiding theservice
delivery behavior of clinicians,motivating the enthusiasm of clinicians,promoting the continuous improvement
of medical quality,and balancing public welfare and economic income. Suggestions will be put forward in order
to provide reference and theoretical basis for the further improvement of clinician performance evaluation system
in public hospitals in China.
