Research on long⁃term care insurance policy instruments under the

background of population aging

——Analysis based on the policy text of S City’s long⁃term care insurance policy in Northwest China

Abstract：With the increasing aging of the population，the promotion of long⁃term care insurance policies
(LTCI) is imperative. Based on the theory of policy instruments and combining the dimensions of policy
subjects，a two⁃dimensional analysis framework of“policy instruments⁃policy subjects”is established. Nvivo 12
plus qualitative research software is used to code and analyze policy documents on long⁃term care insurance
formulated and issued in S City. The research concludes that the application of policy instrument exhibits
heterogeneity and lacks coordination. There is a certain imbalance in the participation of policy subjects in
policy formulation，and the compatibility between policy instruments and policy entities remains in need of
enhancement. Accordingly，the article proposes to optimize the diversified application structure of policy
instruments，construct a scientific policy design system，and enhance the adaptability between policy subjects
and policy instruments，to further promote the refinement and improvement of long⁃term care insurance policy，

thus providing a more reliable healthcare guarantee for society.
