Exploration of the development path of the mechanism of coordination
between administrate law enforcement and criminal justice for drug
safety in China based on text analysis

Abstract:This study systematically reviews and critically analyzes 43 legal and regulatory documents
concerning administrative⁃criminal coordination in pharmaceutical safety. Text analysis methods such as feature
extraction,visual presentation,and semantic network analysis are applied to uncover the institutional priorities
and practical challenges within the coordination mechanism. Findings indicate that drug regulatory
administration,public security bureau,and procuratorial organs should fulfill their duties of case transfer,
filling,and supervision under the law,with particular attention to the identification and timeliness of forensic
testing. Information sharing and joint meetings,as key platforms for inter⁃agency communication,should also
fully leverage their coordinating roles. The current challenges in the coordination mechanism are concentrated in
five areas: case handling,supervisory implementation,determination of elements of crime,information sharing,
and the institutionalization of joint meetings to refine and implement the mechanism.
