Time Bank policy attention allocation research based on a three⁃

dimensional analysis framework

Abstract：In order to explore specific differences in the allocation of attention in Time Bank policies，this
study constructed a three⁃dimensional analytical framework of“policy goals⁃policy tools⁃stakeholders”. Using the
content analysis method，15 Time Bank policy texts were quantitatively examined with the help of Nvivo and
ROST CM6. The results indicate that there are obvious differentiation tendencies in all three dimensions of
policy goals，policy tools，and stakeholders in Time Bank policy attention. In the policy goals dimension，the
focus is on refining the Time Bank service system and platform and ensure both service quality and safety. In
the policy tools dimension，more command⁃and⁃control tools and capacity⁃building tools are more frequently
used. In the stakeholder dimension， there is a strong and close relationship maintained with identified
stakeholders. Through the cross ⁃ dimensional analysis，there is a relatively stable path of policy attention
between the policy goals and tools. The expected and potential stakeholders have a lower level of participation
in the overall policy system. Future policy⁃making should prioritize the balanced development across different
dimensions and explore new paths of cross⁃collaboration between dimensions.
