Abstract:This paper adopts a normative theory ⁃ building approach, drawing on the theory of integrated
care,to develop a framework for an integrated, life⁃course health service system applicable to maternal and
child healthcare institutions, based on comprehensive policy orientations,a literature review, and lessons
from representative practices. This framework clarifies the hierarchical relationship between life ⁃ course health
management and services throughout the entire reproductive process. It proposes the Health Management Centre
and Disease Management Centre as the two functional pillars, assigning them responsibilities that combine both
cross⁃departmental administrative coordination with operational management, aiming to resolve the integration
failure between the three major operational departments. This paper further elaborates on the framework’s
theoretical logic and operational mechanisms, and discusses its theoretical contributions and practical
implications, thus providing a new analytical framework to guide the transition of service integration within
China’s maternal and child healthcare institutions from formal integration to substantive integration.
