Quantitative analysis of public health policy texts in China

Abstract：Public health is an integral part of public administration，which is of great significance for
building a well⁃off society in an all⁃round way. This paper constructs an analytical framework from policy tools，

policy norms，and policy objectives dimensions. Based on the established analysis dimensions，this paper
performs a content analysis method with NVivo 11 to collate and statistically analyze 235 public health policy
texts. The study has shown that among the policy tools used in the field of public health，there is an imbalance
in the system，the use of supply⁃type tools is too frequent while the use of demand⁃type tools is absent，and the
use of environmental tools is relatively insufficient. In the dimension of policy norms，advisory norms have
occupied the dominant position and realized the transformation from prohibitive norms to advisory norms. In the
dimension of policy objectives，the focus on public health service and security objectives is relatively balanced.
Based on the above findings，this paper puts forward relevant policy suggestions.
